The average quarterly water bill for residents would drop to $166.40 in 2017, remain stable through 2023 and fall to $112.29 in 2024, if the city turns its water system over to the Cleveland Division of Water.
In comparison, the existing average quarterly rate of $195.08 would rise steadily to $213.21 by 2024, if the city maintains control of the water system, with help from an outside firm.

Would they put this in writing, and agree to be held to this? Doubt it. Talk is cheap, but our water bills arent

Leah, My understanding is that the rise is due to costs of changing over the meters and maybe the debt being spread over 5 years upfront. That’s why the drop would occur.
